First, the basic situation of selling goods
(1) Sales varieties are aluminum;
(2) The second sales of sales is 90,000 tons;
(3) The sales of goods resources are specifically seen \"Reserve Aluminum Play Resource Table (Second Batch)\" (Annex 1).
Second, sales method
(1) This sales have been publicly bidding through the Chinese weapons and electronic bidding platforms (Sunshine 7).
(2) The bidding activities are performed in accordance with the \"Reserve Aluminum Open Spot Sales Rules (Annex 2).
Third, the competition qualification requirements
The bidders should fully consider the strengths such as their own funds, and actively and steadily participate in the transactions, beware of blindness. The bidder should meet the following requirements:
(1) Enterprises registered in the territory of the People's Republic of China before the end of 2019;
(2) related companies engaged in aluminum processing;
(3) Commitment to the integrity management, there is no major illegal record within the past three years; the purchase goods are used in time for production, and must not be sold, hoarding, and accept the supervision and inspection of relevant departments;
(4) Group companies and their related enterprises are limited to 1 quantity;
(5) The associated enterprises of Platform Operators China Civil Work Materials Group Co., Ltd. shall not sign up for this bidding activity; for this bidding, the identification standard of related enterprises:
1. The total and more than 50% or more of the shares in one of them are directly or indirectly held.
2, directly or indirectly the third party controls the shares to 50% or more;
3. The directors or managers of the company or more or more executive directors are delegated by another company.
(6) The bidder should fully understand before the start of the bidding, know the relevant provisions of the \"Reserve Aluminum Open Bidding Sales Rules\" and agree to abide by.
Fourth, margin
Participate in bidding activities must be paid, and the margin is charged and managed by the e-bidding platform.
V. Timing arrangements
(1) Announcement and registration review (July 21 to 26)
The bidder should log in to the e-bidding platform to complete the registration and registration before July 23, after the adoption of the National Material Reserve Regulation Center, the digital certificate is handled in the bidding platform; without passing the qualification, it can be 12 o'clock on the 26th. Supplementary submission of relevant information, there is still no qualification review, and cannot participate in this bidding activity.
It has participated in the preliminary national reserves sales bidding activities, and companies that completed platform registration can enter the national reserve materials bidding area for registration.
(2) Confirm the qualification of the goods (before July 26)
July 26th, the bidder completed the guarantee recharge was qualified to see the qualifications on site, with a recharge amount of at least 25,000 yuan. The bidding is in the reserve warehouse to contact the goods, the reserve warehouse address and contact details are shown in Annex 3.
(3) Concentrate on-site attention (July 27 to July 28)
